Frank DeJoy, CEO

Frank DeJoy, CEO of Spectrum Effect, is a telecommunications and wireless executive with a twenty-five-year track record in general management, business development, technology, fiber, wireless, mobile multimedia and core network services. Frank also serves as a strategic and operational adviser on several technology company boards in the areas of networking, wireless, and public safety. Before joining Spectrum Effect, Frank held executive roles at Dycom, General Dynamics, TCG, Bell Laboratories, and AT&T. Frank and the teams he led have successfully deployed thousands of wireless cell sites, thousands of miles of fiber network, and hundreds-of-thousands of Fiber-to-the-Home units. While at AT&T Wireless, Frank led the growth of the mobile multimedia services network from its inception through its support of over a billion dollars in annual revenues within three years. Frank earned an MBA and a Bachelor of Science in Electrical Engineering with Highest Honors from Rutgers University.

Dave Ryan

Dave Ryan, CTO

Dave Ryan has more than 30 years of experience in the design and optimization of wireless access network technologies. Before serving as Spectrum Effect’s CTO, Dave was Chief Engineer at Eden Rock Communications where he led the architectural and functional definitions of its commercial SON products and was a key contributor in the areas of network evolution strategies, RF coverage models, and SON-enabled spectrum sharing solutions. Before this, he held senior technical positions with Motorola, AT&T, Alces Technology, RadioFrame Networks and Nady Systems. Dave has been awarded sixteen patents including the AT&T patent of the year for the core OFDMA broadband wireless system airlink. Dave earned a BSEE from California State University at Fresno.

Cristina Guzman, Head of Development

As the Head of Development, Cristina is responsible for ongoing technology development and direction for Spectrum Effect’s breakthrough solutions. Before joining Spectrum Effect, Cristina served as the Lead Product Quality Engineer at Palantir Technologies where she led a team of engineers in the planning and advancement of the company’s product roadmap. Cristina’s experience also includes technical positions in various locations across the globe with Bayer HealthCare, Space Data Corp and projects representing AKATOR Consulting and Telvista for the International Business Leadership Program.. Cristina earned a Masters of Engineering in Computer Science and BS in Electrical and Computer Engineering from Cornell University.

Before Spectrum Effect, Montserrat worked in various marketing roles at CIMACO, Tope Borrego, Lagunita Films and Laguna Yo Te Quiero. Montserrat earned a BA in Marketing and Communications from the Instituto Tecnologico y de Estudios Superiores de Monterrey.

Macarena Aguirre is Product Manager at Spectrum Effect, where she is responsible for product and market plans supporting improved networking and communications throughout the consumer, carrier, and public safety ecosystem. Prior to Spectrum Effect, Macarena served in various roles at Grupo Grago, Cimaco, Green Ideas Mexico and Hotel Mision Torreon. Macarena attended the Copenhagen Business School in Denmark, UNSW in Sydney, Australia, Cevro Institut in Prague, Czech Republic and she earned a BA in Marketing and Communications from the Instituto Tecnologico y de Estudios Superiores de Monterrey.
